Vasil Kisil & Partners' experts on Public Private Partnerships presenting at the «Infrastructure Investment & PPP Finance in Ukraine 2008» forum

30.09.2008 - 01.10.2008 a 2-day international event «Infrastructure Investment & PPP Finance in Ukraine 2008» organized by The European Finance Convention and sponsored by Vasil Kisil & Partners took place in Kiev.

Public Private Partnerships (PPP) describes a government service or private business venture which is funded and operated through a partnership of government and one or more private sector companies. This type of project finance has been introduced in both developed and developing countries as an alternative way to finance infrastructure, commercial, industrial and real estate projects. Ukraine is now set for massive levels of project financing in various sectors of infrastructure: railways, roads, ports, airports - not to mention Euro 2012 - as there is an urgent need to build, update or rebuild.

The goal of the forum was to examine how the experience in infrastructure finance of European Union and other Western countries applied to Ukraine, CIS and Caucasus countries. Industry experts and senior decision-makers from Ukraine, Caucasus and CIS markets, as well as private sector representatives from the banking, investment, legal, consulting, engineering, utilities, real estate and construction sectors had a chance to discuss the pre-requisites for successful outcomes and the principles observed for financing local Government and Regions initiatives through PPP models.

VKP’s Partner and Head of Infrastructure Projects practice group Oleg Alyoshin moderated a session entitled “Evolving legal framework for PPP in Ukraine” which was focused on improving public procurement practice and procedures; implementing best corporate governance practices in public companies and rating issues; privatization and standards of transparency; developing legal framework for contracting parties in concessions, contract enforcement, bankruptcy, etc.

Later on VKP’s Senior Associate Natalia Dotsenko-Belous gave a presentation on legal aspects of infrastructure bonds for Ukrainian PPP projects which clearly showed that positive international experience in using infrastructure bonds for various public private partnerships, especially for the desperately in need of change local housing and communal services sector should be researched and adopted in Ukraine.
