Establishment of Medical School in partnership between Kyiv-Mohyla Academy and Dobrobut

The National University of Kyiv-Mohyla Academy (NaUKMA) and Dobrobut Medical Network (Dobrobut) have announced the establishment of a joint Medical School.
The project aims to train a new generation of medical professionals by combining фундаментal academic education at NaUKMA with practical clinical training at Dobrobut. The programme предусматривает a six-year integrated Master’s programme in specialty I2 “Medicine”, upon completion of which graduates will be awarded a Master of Medicine degree.

Vasil Kisil & Partners provided comprehensive legal support on the project, including advising on the structuring of the educational programme delivery model in a “licensed provider – clinical base” format, licensing of the regulated specialty I2 “Medicine”, subsequent accreditation of the programme, and allocation of regulatory responsibilities between the parties.
The firm also advised on the establishment of clinical departments, governance structuring of the Medical School, and contractual arrangements between the partners.

Particular focus was placed on structuring the financial model of the project, including financing mechanisms, allocation of costs and revenues, and potential attraction of grant and philanthropic funding. The team also advised on tax aspects of the cooperation, legal arrangements for the use of premises, engagement of academic and medical staff, and compliance with regulatory requirements in the healthcare and education sectors.
